first you have to remove hard disc from your cpu and connet it into another pc and try to format with sarvice pack you have..or
you have boot cd and then select any one drive of two them try to format

You just simply un-install the one OS you want to delete...

you can not simply uninstall.
Format the partition where it is located and that is all.

Try to update your PC keeping the new version.Then your OS will be changed to the newer version or if you want to change the total OS you definitely need to format it.

What OS are you going to be using? with vista and win7 you can pop in the vista or win7 install dvd and instead of formattiong the partition you can simply click delete the partition.. If you are using XP or older try getting a copy of the hirens boot cd *0.4 is out now and all of them since *.0n have whats called "partition magic pro" you can use that to delete the patitions from the hard drive that has the unwanted OS..here is a link to the hiren's boot disc

Personally I would just reinstall and make sure you format the entire haddrive making sure you delete all the partitions (obviously backing up your data).

But I think you could probably find a partitioning software on google that will delete partitions and format them for you. But they are always a little risky - best to back up.
