Hacking To Manipulate IP address

I have had a problem because of a prank played by one of my friend by being my net friend. After that i did a lot of study on how to trace people on net. Now i have a net friend who claims to be from Egypt. I traced her and got the IP address 2*2.*0*.*6*.**0 which belongs to tedata.net located at Cairo, Egypt.

Somehow i believe that this person is right in Australia as she knows a lot about me and the problem that i got into it. Now this person whom i believe is my net friend is a software engineer. I want to know if its possible for a person from Australia to hack a system in Egypt to manipulate IP address. And if its possible than how to locate that or trace him.

your net friend was using a program that changes one computer's real IP address, basicaly through a proxy server you can do that. Programs Like SOCKS 4 or SOCKS 5 help do that.
