I'm using IE and I want to chain HTTPand/or SOCKS proxies. I've tried using SocksChain, the -_- method,(http://proxy1:port/http://proxy2:port/http://www.url.com) in the address bar, and entering them in the proxy server address in IE Internet Options - Connections - Settings with a space between the ip addresses. But none of these methods seem to work. I hear that the proxy needs to support tunneling to chain them. Is this true? If so how would I check a proxy for tunneling capability and how would I configure my proxies in a chain?

I have not understood your problem. With SockChain 3.5 you don'n need use methods like above. All you have to do is check in IE connection properties "use proxy server for this connection" flag, then in "advanced" dialog prompt 127.0.0.1 and 1081 in Socks field, leaving ather fields blank. SockChain must be running. In SockChain: Tools->Proxy Manager->Download, then Test All, then Close. Now you have list of working proxies. Then in Service->New dialog you can build a chain of proxies manualy or automatically. In first case just uncheck "Auto-creating chain" flag and select proxy from the list then press Add
