do you want to change the internet address or the local ip?
if you want to chance de local ip just go to network connections and open tcp/ip protocol and type any ip,

If you're talking about your "external" IP address, i.e. the one assigned to your PC by your ISP, you need to ask your ISP to provide you with a static IP address. This option is not always available, though. And typically it costs a few dollars per month.
