I don't think very many programmers can break through a good firewall. And if they could, why waste time making someone reformat a personal computer, when every bank/business would be at your mercy?
In my opinion, it could be a backdoor/keylogger on your machine that is loaded with some other software that you keep reinstalling.Or, a third friend/acquaintance could be helping out this hacker.
Or, if he is local, he is breaking into your local network, like cracking your router security.
Moonbat can probably help more with this.

I seriously doubt this is a security issue with Vista. If you are using a router, reset it. You might have accidentally messed with some settings that left it vulnerable.

What firewalls have you already tried?

this guy keeps attempting to access the computer atleast every 4 min a msg will pop up saying tht the computer has blocked him from connecting to the computer... he has crashed teamspex numerous times and its getting really annoying and we reste the router and nothing changed

Well, if the popup box is saying that he's been blocked, then, he's been blocked. he hasn't gotten in your computer.

He's probably just doing a little denial of service attack against you and that may be why your TeamSpeak is going down. Try disconnecting your modem to get a new IP. If that doesn't do it, ask your ISP to get you a new IP.

I already paid for it, I'm not just gonna waste it you know. But trust me, I won't make this same mistake again when Windows 7 comes out. I'm gonna wait a few months to see what others say about it.
