Ip Address series never changes

Hi
Why does my IP address always come in the same series
i.e
"**7.***.x.x"
the first two fields never change for me eventhough i tried to re***** the connection either
by ipconfig/release & ipconfig/renew
or
just restarting the modem
Is there any solution to change this??

You can't change the first set (octet) of numbers, they are from your isp and can't be changed. Here is a good read for about ip addresses. http://en.wikipedia.org/wiki/IP_address

Be sure to scroll down and read "Anonymizing proxy server"
and Hostile proxy
