Net Send Command

I am new to this whole thing please dont post with really high knowledged answers or I will look at you like you spoke hebrew to me :|

I know how to use the bsaic net send but I was wondering how could I do that using an IP address I know that it mainly works for comps networked to you but is there a way that I could send a message to a comp like 5 miles away from me . . . without having to use a program. Also if I need to network with the computer how could I set that up. (I use VB6 so if programming is needed I might be able to do it)
