any tool for ip spoofing?

If i need to use an "inactive IP" for access into a system and this system use an ip private interval. How can i emulate this ip in order to connect in this systems like an local pc.

Is possible to emulate a MAC? i read some documents about it but i don´t find any tool for this function. How can I obtain the mac address of the remote terminal?
