First set up a static Ip adress with your ISP.
Second you must tell your router to allow incoming traffic through port 80.
Third you must configure your IIS settings to point to your Domain
Last i would recommend godaddy.com - Set up your domain name and point the domain name to your webservers IP.
These steps sound very simple, but can get complicated.
