Finding ips in a foroum.

Hallo.I'm new here.
Ok.
i read all of your posts about the ips address.
But i'm wondering,if there is a way to find someones ip address from a forum.
I'm a visitor in a forum so and another person and we have some problems with her behavior.Thats why i need this.
maybe a web page or an .exe.
In other words,i want to learn the ips that connect to a web page.

I think if you are an admin. then you can see peoples IP adress...because I run a forum [url]http://allteensrule.pro***rds40.com[/url] and I can see everyones IP adress If I choose to set it with thoughs settings
