accessing pc behind the proxies

hi ppl
the architecture of our university network uses proxy to connect us to network .each hostel is having its own network connected to the main server.the proxy settings of these hostels also differs........
is there any way by which i can connect to a pc in the other hostel.......
one more thing the server allows accessing internet only for alloted slot.
slot varies for each hostel.......can we do something to access it whole of the time?
