As I know from my exprience should not less than *0 ms ping.If it si *0 then you have issue.For DSL question;it varies according to what program you using that time but generally if it is 200 ms That is good ping

It totally depends on what you are pinging. Typically, if the end site is many hops away, it will have more latency (higher ping values) than a site that is only one or two hops away. You can do a trace route instead of a ping to determine where the bottleneck may be.
