hi could any s***estions if you have someones ip what could you do with it?

This is more complicated than I ever thought.
Some people log on and the ip address that shows is the one they have every time they log on, but most I have been learning have proxy's.
There are locators, but I have learned they are not accurate either.
So it goes back to what is a ip? If they can't be traced, then how does one report abuse? How do you know if one person is actually ten different people?
Do we not have the right to know this?
