Are you using a USB 2.0 Port? USB *.0 should be compatable but wayyyy slower, but in this case it doesnt seem that way. What OS are you running? If you are running *8 you need to run the disk that came with your drive.
Make sure your USB port is functional. Plug something else into it and make sure it works. Also, what is the watts on your power supply?

Transfer speed
USB supports three data rates.
A Low Speed rate of *.5 Mbit/s (*8* KiB/s) that is mostly used for Human Interface Devices (HID) such as key***rds, mice, and joysticks.
A Full Speed rate of *2 Mbit/s (*.5 MiB/s). Full Speed was the fastest rate before the USB 2.0 specification and many devices fall back to Full Speed. Full Speed devices divide the USB bandwidth between them in a first-come first-served basis and it is not uncommon to run out of bandwidth with several isochronous devices. All USB Hubs support Full Speed.
A Hi-Speed rate of 480 Mbit/s (57 MiB/s).
