By pass the Gov Proxy ?

Hello,

i would like to know how to bypass a proxy server controlled by the GOV, Here in Saudi arabia and some countries of Middle East, we have to first go through the ISP proxy and then the proxy controlled by the GOV, the problem is internet getting slow and slower each time u request for a particular web page, and at times i have noticed that even clean web pages which does not contain any porno gets blocked and i get a URL blocked by GOV msg, this is very annoying.
I even get some open proxies list but none of them work over here and even they get blocked,

Is there anybody out there who can help us ppl getting to by pass the GOV proxy and look at what we want .. not what the GOV wants.
