try this:

load your internet relay chat client (i.e. mirc -> u can download it @ www.mirc.com) and connect to the following address:

irc.matrix-network.org (type /server irc.matrix-network.org)
and join the channel
#anonym (type /join #anonym)

or other way

surf via webbrowser to:
www.matrix-network.org
click @ chat (this is a java chat client for IRC)
get a username of your choice
and join #anonym

when you joined on channel, type:
/msg PROXYBOT* list
to get the first page of the very finest proxy-server list
