Of course, scanning is illegal, unless you scan your own network ("your own" means "YOUR OWN", not isp owned or something). But there is almost no chance that there will be any problems if you do, even if you don't just portscan, but do much nustier things.

i dont know if this fits your point, we often scan computers, mainly lan, for game servers
Scanning is very legal. Show me the law that says otherwise
